Important Legislation being
watched by the SC Horsemen's Council
Equine Promotional Bill
The SC Dept of
Agriculture, SC Farm Bureau, and SC Horsemen’s Council have joined forces
in support of the Equine Promotional Bill No. 4305 that
Rep. Laurie Funderburk submitted to the House Ways and Means Committee in
June of last year. This bill is very similar to an earlier Bill No. 3609
which the SCHC opposed because of the manner in which the members of the
board were to be appointed. The SCHC Board endorses the latest Bill (No.
4305) which provides for 5 members to be appointed by different groups and
10 members to be appointed at a statewide meeting of equine owners.

NAIS
(National Animal Identification System)
The
SCHC is grateful to Dr. Boyd Parr of Clemson University, for updating our
membership on the NAIS program at the Expo on Feb 9. Dr. Parr is very
knowledgeable of this system and did a good job of sharing that knowledge
with us. The official USDA website provides current information on this
program. It is located at

The SCHC is not endorsing NAIS, simply
providing information to our members. We want all members to learn as much
as they can about this program and decide if this is something they wish
to support. It is currently presented as a voluntary program by the USDA,
however, some SC arena owners report they have been required to register
their facilities in order to host certain events.
